Can the other person hear me?

Yes. There is a microphone in the mouthpiece and the call goes over Bluetooth the way a headset would. They hear you, you hear them, and nobody on the other end knows you are holding a handset unless you tell them.

How do I pair it?

Once. Hold the call button until the light blinks, open Bluetooth on your phone and tap the handset when it appears. From then on it reconnects by itself whenever it is switched on and within range.
